That's not true, Puerto Ricans do pay federal income tax, because unlike Mexico, Puerto Rico is a USA territory or commonwealth since 1902, a lot of Mexicans actually hate Puerto Ricans because they are born US citizens.

And just so you know Puerto Rico is not the only USA territory or commonwealth, Guam, America Samoa and Virgin Island St Thomas are also US territories where this people are born US citizens, many states started as territories or commonwealth like Hawaii and Alaska.
