Actually, they have to say it's "voluntary" because you have a 5th Amendment right to not make any statement that can be used against you in a court of law.
When you fill out your tax forms, YOU ARE MAKING A STATEMENT THAT CAN BE USED AGAINST YOU IN A COURT OF LAW.

I 'think' the point is that this is just words. She points out that it's voluntary, but by her standard, I also choose to breathe voluntarily.
