every store is CLOSED in Embarcadero San Francisco

Embarcadero Center is a commercial complex of five office towers, two hotels, a shopping center with more than 125 stores but only two remain open on three levels located in San Francisco, California. Why the whole shopping plaza remains open is beyond me, but you can leave your comments and opinions for us all to clarify WHY???
