Since most New Yorkers are democrats anyway you are no doubt familiar with good old civil disobedience. Here is my uninformed opinion of how you should move forward.
You no doubt have associations that meet, well next meeting set a date to reopen your businesses in what ever manner you each are comfortable with. The key is cooperation, some of you are extremely wealthy and can afford to spend a year cruising the Mediterranean in a private yacht, but some are holding on by your teeth. Those of you that are well situated must participate as if you were new. Remember your dream years ago. Remember the struggle and open with those that need this to survive. The state/city can't shut you all down, they can't take all your licenses.
Screw Cuomo, side with your counterparts!
If you only want or feel you can only put one table in the center of your place and serve it yourself. If you can open the doors, turn on your sign, bring in your entire staff and tell them "screw you, we are moving forward"
