If our forests can be sprayed with millions of tons of Aluminum Oxide especially in warm/hot weather by geoengineers, why is this allowed? Who allows it? Who orders it?

Also, in cold weather as vulnerable as the Aluminum Oxide is, a cigarette butt could start a fire. I'm truly amazed at some things our government is in charge. Amazed.
