Check this out. One of my friends from California is planning a trip to Missouri. She left today and when she got to the border, she was stopped by state troopers on the border of California and Arizona. The state trooper asked why she was traveling. She said she was going out of state for a doctor's appointment. She said it was still within the US. He gave her a bunch of grief stating that the doctor's appointment was considered non-essential. He wouldn't let her pass and when she said to him that what he was doing was unconstitutional, he said, "I don't work for the United States. I work for the sovereign state of California." She ended up turning around. She saw ICE on the other side of the border, entering into California, and people being permitted to enter, but not many cars allowed to leave. She saw two cars out of several allowed to leave the state.

Years ago I helped host visitors from Russia to Oregon. They were amazed that we were able to travel without restrictions, checkpoints or papers. I guess they would be more familiar with the situation today in California.
