House Speaker Mike Johnson has filed a motion with the Committee on Rules and Procedures to begin the process of restricting or removing Democrat Maxine Waters's vote."Congresswoman Waters hasn't been in the House chamber in months," Johnson wrote, "Yet her vote is always registered.
