Update on the stabbing death of 23-year-old Ukrainian refugee Iryna Zarutska:
A judge has ruled Decarlos Dejuan Brown Jr. “incapable to proceed” on the state first-degree murder for killing Iryna Zarutska.
Judge has now ruled based on a capacity evaluation report from Central Regional Hospital.
His public defender, Daniel Roberts, filed a motion in Mecklenburg Superior Court requesting to delay further proceedings including the Rule 24 hearing on seeking the death penalty for up to 180 days.
Brown has a documented history of schizophrenia, refused medication, and at least 14 prior arrests including armed robbery for which he served prison time. He remains in federal custody. He faces a separate federal charge of committing an act of violence causing death on a mass transportation system, which carries a possible death penalty.
Judge’s name has not yet been released.

Open and shut case. Video of him doing it and voice talking by about killing a white person. Judge taken to jail. This judge is incompetent. SMDH.
