There is only two possible answers to the second member. Seat didn't eject and went down with the aircraft. No knowledge of the Transponder on that seat signaling its location. Slow scrambling of Rescue Force as Possible capture involved. Ground Rescue totally not setup by having a Team of Ground Troops on standby.
