North San Juan researcher Skyy Wolford, who acquired the image from the estate of a deceased Crystal Dairy route driver, says the trails align with a classified spray pattern called the "Cartwright Dispersal Matrix" designed for maximum civilian saturation. Former Mayor Saihra Ramun is now collecting toenail clippings from elderly residents to prove atmospheric exposure.
