How does a man convicted of raping a 4-year-old and a 9-year-old walk away with 180 days in jail and no sex offender registration?
Mohamed Bakari Shei, 20, of Rochester, Minnesota, was sentenced to 180 days in jail and 30 years probation for raping two girls aged 4 and 9. With good behavior, he could serve as few as 116 days. He won't register as a sex offender, and if he completes probation, all charges will be erased from his record.
The assaults happened between 2017 and 2019 when Shei was 15–16. Both victims were friends of his sister who came to play. He lured them to his bedroom with offers of toys and book fair money. One victim was raped at least eight times. Shei entered an Alford plea — not admitting guilt but acknowledging a jury would convict him.
In court, one victim said: "There is no moving on or getting over it. I've tried." His lawyer argued even 180 days violated the plea deal. The judge disagreed.
