Democrats do pass budgets. The problem is that they 1) deliberately drag their feet. 2) Blame everyone else for not wanting to get it passed, etc. to buy themselves time. 3) resubmit the budget at the last minute in which they have slipped their hidden things into so IF someone rereads the budget, it's too late to do anything about it. Don't know if this is true, but it sounds like exactly what the democrats would do. That is, they take the budget while redoing it and don't allow the repubs to see it until they submit it.
