I think the key is to make DC the square it is supposed to be. Alexandria would then get put into DC and then not allowed to vote in VA. Alexandria used to be part of DC until the slavers of the early 1800's found out the DC was going to prohibit slaves in DC, so they asked to be given back to VA.
