My area climate have never experienced this. Never want to. I have seen strays that are cold but they are active.

I have totes under my deck. I've lined them with Styrofoam and placed old bed sheets in the bottom (blankets are too thick & take up too much room). I close the top of the totes, seal it with duct tape, and cut a nice round hole in one end of the tote for entry & exit. I've seen stray cats use them... View More

I've read where you shouldn't use sheets, towels etc cuz they can pick up moisture from the air and freeze.
