Children in orphanages and group homes are prime targets for exploitation and the law hasn’t fully caught up. A new bill introduced July 23, 2025, the Orphanage Trafficking Prevention and Protection Act would close a critical loophole by explicitly defining the trafficking of orphaned and institutionalized children as a severe crime.
