ILLEGAL IMMIGRANT WALKS FREE After KILLING 15-Year-Old Girl in Charlotte Hit-and-Run
A 15-year-old child is dead, and the man responsible is walking free.
According to emergency calls and witness statements, 40-year-old Julio Cesar Xocop-Vicente ran a stop sign in Charlotte and hit 15-year-old Amber Paris so hard that her body was lifted into the air. He didn’t stop. He didn’t check on her. He ran away on foot — later admitting he fled because of his immigration status.
Amber suffered two broken legs, internal bleeding, and major organ injuries. She was placed into a medically induced coma and passed away weeks later.
Vicente was arrested the next day… but released on just $10,000 bail despite being a flight risk. And while Amber was still in a coma fighting for her life, one of his charges — driving without a license — was dismissed.
After Amber died, his charges should have been upgraded to manslaughter or felony death by vehicle. That never happened. No new charges. No accountability.
And this wasn’t his first run-in with the law:
• Driving without registration
• Failure to secure a child passenger
• Speeding
• DUI
• Driving without a license (multiple times)
• DWI
• Assault on a female
• Skipping court
• Violating probation
This man should have been deported after his earliest offenses.
He should have been held in custody long before this crash ever happened.
He should have been taken off the streets before he killed an innocent 15-year-old girl.
And Amber Paris should still be alive today.
A broken system protected a repeat offender — and failed a child who deserved a future.
