ILLEGAL IMMIGRANT WALKS FREE After KILLING 15-Year-Old Girl in Charlotte Hit-and-Run A 15-year-old child is dead, and the man responsible is walking free. According to emergency calls and witness statements, 40-year-old Julio Cesar Xocop-Vicente ran a stop sign in Charlotte and hit 15-year-old Amber Paris so hard that her body was lifted into the air. He didn’t stop. He didn’t check on her. He ran away on foot — later admitting he fled because of his immigration status. Amber suffered two broken legs, internal bleeding, and major organ injuries. She was placed into a medically induced coma and passed away weeks later. Vicente was arrested the next day… but released on just $10,000 bail despite being a flight risk. And while Amber was still in a coma fighting for her life, one of his charges — driving without a license — was dismissed. After Amber died, his charges should have been upgraded to manslaughter or felony death by vehicle. That never happened. No new charges. No accountability.
