Have places where it is ok to sleep in your car or a tent. I understand people being bothered by homeless folks near their homes and businesses. Some folks fall into shitty circumstances. Help those people get back on their feet.

In Ocean Beach (San Diego) you can park and stay the day at the beach parking lot and take showers where the surfers hang out. At the end of the day you can drive up the hill and sleep in your car in the residential section.
