The same USAID NGO scam taking grant money and "donating" to Congress, which then awards a new grant is at play in the Minnesota scandals (Feeding Our Future, Day Care, Autism, SNAP and many related Medicaid frauds). In these scams they used grant money for personal enrichment, including luxury vehicles, real estate, and overseas transfers, while claiming to feed nonexistent children (Feeding Our Future). Then donating to Congress to keep grants flowing.
