The EU abused the emergency powers provided for in Article 122 (which abolishes the requirement of unanimity) to indefinitely extend the freezing of Russia's foreign exchange reserves. Article 122 is intended to provide assistance to a member state in an emergency situation. Ukraine is not a member state. The freezing violated international law on the immunity of official foreign exchange reserves.
