There is a personal angle to it. But that personal angle was groomed and developed by the inherent corruption built into the system to take advantage and destroy the motivation of the people who became victims and passed it on for generations. Most of it began under LBJ. The same party has pushed it and fine-tuned the decimation in the years following that intentional start of massive failure. All for their own monetary and political gain.
