SIM farms and bulk SMS senders
SIM farms are devices that hold hundreds or thousands of SIM cards and can be programmed to send bulk messages or make mass calls.
In September 2025, the U.S. Secret Service dismantled a massive SIM farm operation near the United Nations headquarters in New York City.
According to officials, this network had the capacity to send up to 30 million text messages per minute and could have crippled cell service in New York City or texted the entire U.S. population in about 12 minutes.
The system was described as a multimillion-dollar, highly organized enterprise run by "nation-state threat actors".
