The request stems from Stokes’ decision to release Decarlos Brown Jr., a repeat offender with 14 prior arrests and a schizophrenia diagnosis, on a written promise to appear in court after being charged foe misusing the 911 system. Brown, who had a history of violent crimes including robbery with a dangerous weapon and assault, was later charged with the first-degree m*rder of 23-year-old Ukrainian refugee Iryna Zarutska on August 22. Christina Aguayo News The lawmakers argue that Stokes’ “reckless” decision to release Brown without bond, despite his extensive criminal record, directly contributed to Zarutska’s death, which they say was a preventable tragedy. The letter also calls for a review of Stokes’ prior bond rulings, highlighting concerns about her judicial decisions. Stokes opted for treatment rather than incarceration. Stokes is also the Director of Operations at Second Chance Services, a mental health and addiction clinic. Many now questioning Syokes' motive behind the release.
