Zero non-Americans. 100% changed out after 3 terms House, 2 terms Senate. Senate appointed by states as originally established. A few months a year in DC to do work, getting per diem for the period, then go back to their districts and do a real job for most of every year. Subject to every law they pass, same as we the people. No free rides to other countries for faux business because their business is in and about the US, US states and US citizens only. Lobbying banned, donations from non-constituents banned, gifts from non-constituents banned with a very limited number of 100% spelled-out exceptions.
