The man charged with murdering a Maryland woman is an illegal immigrant who was out on bail for a DWI arrest.
Hugo Hernandez-Mendez is accused of killing 19-year-old Dacara Thompson and dumping her body off the side of a highway.
He has been charged with first- and second-degree murder. ICE issued a detainer for him Thursday.
