This aligns with what I and other former Census employees saw happening during the 2020 Census as well as what enumerators sent from California to states such as Georgia, Tennessee, Alabama, Kansas, Nebraska were calling in and reporting to me including that their supervisors told them to fudge the numbers if people didn't want to talk to them.
