[Needed constitutional amendment] - Congressional redistricting shall occur every ten years or as deemed necessary by the State legislature, to reposition geographic boundaries in order to be fair and just to accommodate the reapportionment of a shifting population according to the official United States census. This shall be done by impartial and unbiased computer program to choose the most efficient district boundaries that shall consist of no more than six straight sides excepting any boundary that is waterborne such as an ocean, lake, river or stream.
