He has been sterile from his late teens due to having multiple STD's before he was 20 years old due to his promiscuity. Having decided for political appearances sake, they needed to appear to be an "all American family," they needed to have a child. This was brought about by an associate, Web Hubbell who slept with Hillary so they could have a child. He was in effect a surrogate sperm donor. He was also one of the first to be "Arkancided" by the Clintons when his services were no longer needed.
