IF anyone buys this then they are seriously ignorant of how the local politicians and bureaucrats who created the entire "sanctuary city" policy agenda work and will obfuscate keeping them in place despite the "strong written warning" from Trump DOJ.
Only filing FORMAL Federal charges, making very public arrests, and prosecutions will make any actual impression.
This is all just "theater" and will end up being meaningless.

Cut the entire states federal funding off. Send in the FBI, Federal Marshall's, arrest all the non compliant politicians. Send every last one to Gitmo. Make the message loud and clear.
