Tell me why other countries use tariffs against the US......Tariffs only applly to things not manufactured domestically, and are a less evil way to fund the state than revenue taxation. It only affects the wealthy who are rich enough to buy imported goods, traditionnally a luxury. When combined with massive cuts to revenue taxation and deregulation they are a nnet gain for citizens, whom should not be reduced to being merely "consumers".
