There has been A LOT of discussion about this EO and the strategic timing of it, etc. We do know this much: The shenanigans didn't catch anyone in the administration by surprise. Trump has been talking about election fraud since way before running for office. It would be very uncharacteristic for him to have NOT planned as best he could.
