Look at the packages. They are clearly marked "Positive Control Test" and "Negative Control Test". They're pre-ordained to test positive or negative. You want, say, the Zuni Nation to appear as a CV-19 hotspot? Simply ship them a higher percentage of positive tests and voila, you have your lockdown.
