I wouldn't doubt it at all. This might explain where some of the billions of tax dollars gets pissed away! Halloween masks! If the Pentagon can't account for billions of tax dollars, where do you think that money went? Shrimp on a treadmill? One-hundred dollar toilet seats? It's just a joke!
