Moses had just come back from spending time with God, and he was now communicating his conversation with God to the rest of the Israelites. Moses had started receiving the law that would serve as a means of conduct for the Israelites.
The Israelites were in the midst of their journey from Egypt to the Promised Land that God had told them about. There were many rough times along the way, most of them being where the Israelites chose to doubt God and try and follow their own way. Moses stood as a mediator between God and the people, often pleading on behalf of the people whenever they went against God.
The process would go like this: Moses would go up the mountain, convene with God, receive instructions on behalf of the people and return to the Israelites. When He would return to the Israelites, he would call the elders together first, communicate the message God had given Him and the elders would proceed to give the message to the rest of the people. If the people had any questions, they would bring them to Moses and He would take them up to God.
In this instance, Exodus 19:7-8, God had just given Moses instructions for the people. He had instructed that the people obey his word and no one else’s. God decreed that the people would look to Him as their God because He had made them his. When Moses proceeded to let the elders and the rest of the people know, they agreed without any reservations.
They had no reason to disagree. God had delivered them from a land of slavery and abuse, and He had spoken of the greater place that He was taking them too. The Israelites has witnessed astounding miracles in the presence of God. God had performed miraculous plagues that left the whole of Egypt shaken, and the nation of Israel untouched. When the Israelites were faced with the Red Sea, they witnessed God part the sea in two in order for them to cross without a problem.
The Israelites had received ample evidence that God was with them, and this is why they readily agreed to God’s decrees. He had proven himself to be a faithful God, and they knew that they could trust in him, no matter what.
Once the people had agreed to the word of the Lord, Moses returned to the mountain to communicate God’s answer.
This was a foreshadowing of what we see in Christ. Nowadays, Christ is the link between us and God. We no longer have to wait for another man to communicate to God on our behalf. We can come to Him ourselves, and speak to Him freely.
