1. System-Wide 20% Salary Reduction: A 20% reduction in salaries will be implemented across the entire governmental system, including departments, organizations, and institutions.
2. Academic Restrictions in the Northeast: To rejuvenate the #Northeast of China, professors and doctors within the education system will be prohibited from leaving Heilongjiang Province, as well as other provinces in the Northeast.
