BREAKING! Philadelphia Mayor announces city wins right to move many Philadelphia Police jobs to be held by civilians instead of officers. The city says having non-officers take over many duties now done by police officers will allow city to deploy more police to crime fighting.Estimates by researchers have put the number as high as 900 jobs now held by Philadelphia Police officers able to be done by civilians instead of having sworn police officers do them, Steve Keeley reports.
