On the ballot request postcard (by mail, email, or fax) there are options one must check when sending back to the country, that state: * I am a US citizen living outside the country, and my intent to return is uncertain. * I am a US citizen living outside the country, and I have never lived in the United States. These people need not possess any connection to a US address, whatsoever. Anyone in THE WORLD can obtain a ballot via email. Click. Click. Boom. Anybody in the world can vote in the a United States. Every state is required to accept this, even without proof of identification or citizenship.
