Section 8 of Article I of the U.S. Constitution
To provide for calling forth the militia to execute the laws of the union, suppress insurrections and repel invasions;
Section 10 of Article I of the U.S. Constitution
No state shall, without the consent of Congress, lay any duty of tonnage, keep troops, or ships of war in time of peace, enter into any agreement or compact with another state, or with a foreign power, or engage in war, unless actually invaded, or in such imminent danger as will not admit of delay.
Like I have been saying all along it is the federal Government's (Congress') responsibility to secure and maintain a secure border and when the Federal Government (Congress) fails to do so it is then up to the individual citizens (Militia) to pick up arms to secure our borders in defense of their state, and the United States.
