In reality that means that someone will announce pandemic or some 'natural disaster' and WHO will order us what we have to do and they will have power to give orders to the police and army in all countries. Of course, one pandemic/disaster can continually and endlessly follow the other ... The composition of WHO is not based on democratic elections - it is a corporate organization (major contributors are private - B&M Gates, Rockefeller, GAVI (B&M Gates) ...).
