If you research, you'll find that, 1) Some congressmen have stocks in the things you will have to buy to comply. 2) Lobbyist are paying certain congressmen who just happen to work for the companies that will end up getting the contracts. 3) Special interest groups that will profit from paying certain congressmen. Which is why certain congressmen push these things.
