It is the specific job of the office of the president to defend the national borders. If the federal government fails to do their job, it falls to the states to then defend those borders. If the state fails at that task then and only then does it pass to the people. That is the contact that is the constitution. It is also at that point where both levels of government should be removed and a new constitutional republic installed. R.M.
