For by a single offering he has perfected for all time those who are being sanctified. (ESV)
We have been made perfect, yet we are being made holy. Through his death and resurrection. Christ, once for all, made his believers perfect in God’s sight. At the same time, he is making them holy (progressively cleansed and set apart for his special use) in their daily pilgrimage here. We should not be surprised, ashamed, or shocked that we still need to grow. God is not finished with us. We can encourage this growth process by deliberately applying Scripture to all areas of our life, by accepting the discipline and guidance Christ provides. And by giving him control of our desires and goals.

“‘Perfected for all time” does not mean that believers are now already sinless. But that Christ has fully earned their perfection, which will certainly be applied to Christians in God’s good time. The eternal perfection (see 11:40; 12:23) of the saints stems from the one-for-all-nature of Jesus; sacrifice. Hence, believers look to Christ and not to themselves for a cleansed conscience, full forgiveness of sins, and total flawlessness in the future.
“Those who are being sanctified” (i.e., those who are made holy; 2:11; 10:10; 13:12). The Greek present participle allows for the idea of progressive sanctification in this life and/or present positional sanctification of the believer as one who from the start is deemed perfectly holy (see 10:10; and “saints: in 6:10; 13:24)
