It was a wheelchair, not a bicycle. I doubt a woman needing this would be able to 'throw it at the feet' of a police horse. Crowd control horses and riders are trained to use the horses' body as a wedge. Yet another unnecessary escalation by tyrannical, corrupt authorities.
