No. It is SEDITION.
It becomes treason when it aids a foreign enemy, like China.
By itself it is SEDITION.

When you are working hand in hand with the enemies of our nation, as this current junta is, it has reached the plateau of treason. Overthrowing a government from within, with no external influence and/or deals, would be sedition. We passed that mark long ago.
