Executive orders are supposed to be communications between the executive and his employees telling them how to comply with the law or the Constitution or how to implement policy.
A sure sign that an executive order is illegitimate is if it purports to be able to order a citizen to do something or not do something upon pain of a fine or confinement. Such is NOT law. It is a dictate or an edict and is null and void.
