The FBI has been a dirty agency for quite some time. The first incident that comes to mind was the bombing of the Oklahoma city Federal building in 1995. Yes there are probably earlier instances that I am unaware of, but there are a number of questions that were never answered about this particular incident and it was used as the original push to ratify what later became the patriot act.
