If your "only" authority approved option, during a lockdown, is to turn off the lights, close blinds and cower in the corner farthest from the view of the door: then you are a sitting duck in a predictable location, and so is everyone else in the school.
Teachers should be allowed to choose to arm themselves with guns, knives, or both.
Students should be encouraged to have heavy blunt objects in their hands during a lockdown, to throw at or beat intruders with.
18 year old, or other adult, students with proper training should be allowed to choose to arm themselves with guns, knives, or both. If an 18 year old can carry a rifle and pistol, and a hundred pounds of gear in Afganistan, then an 18 year old can carry a gun in a classroom.
More diverse and effective hiding places should be taught; corralling everyone in every classroom into the same predictable corners, completely exposed once an intruder enters, is unwise at best.
Your two way radios are not going to save you from an armed intruder. They can be helpful, but lets be honest about this.
All three options have to be on the table for teachers, students, and staff: run, hide, and fight. It is better if the fighting can be effective; so it does not take the sacrifice of multiple teachers, staff, and students rushing at an armed intruder to overwhelm him.
Stopping power is needed to save lives. Shooting back is needed to save lives. These conflicts usually end in a suicide or when police shoot or apprehend the intruder: either way it takes men with guns to end these things. Wouldn't it be better if more men with guns were already at the scene ready to respond immediately.

A lot of my teachers were old, overweight, and physically slow. They weren't running anywhere; walking gave them shortness of breath. They weren't hiding anywhere; they could barely get up from a crouching position or from sitting on the floor. Some of them could throw a punch, but even fighting wasn't much of an option for them; being completely unarmed due to zero tolerance policies.
