This is talking to the Church we're supposed to love one another but we are to hate evil and cling to good, God actually says that same thing from one end of the Bible to the other to hate evil and to love one another, what we do for HIS people, HIS brethren we do for HIM, who is HIS brethren those who do the Will of GOD is HIS Brethren. Whole heartedly agree with this! We are to serve others, do HIS will, live by Christ's example, even Christ got angry at the temple when evil had taken over. Sometimes loving a person is giving them what they need not what they want.
