As WWII-era ships in the mothball fleet began to become obsolete, New York wanted to convert them into rehab centers for drug addicts, Massachusetts planned to use them as off-shore garbage incinerators, and California proposed they become sewage treatment plants. The proposals were deemed to be neither practical nor financially viable. In addition, veteran groups preferred that the ships escaped such indignities by being scrapped.
