There have been lots of instances where dogs are killed when they obviously were not a threat to officers and in those cases they should be charged. Dogs shouldn't be used to attack suspects either, it's cruel to the animal and cruel to the suspect that is supposed to be innocent until proven guilty. If a dog is attacking you, you will do anything in your power to stop the attack, it's natural reaction no matter who you are or your occupation.
