My notes:
Two members of the Council had issues with aspects of the revised subdivision ordinance and voted against the first reading. I wish they had brought those issues up in advance instead of waiting until the reading to say anything, since these things could have been changed. I was half of the subcommittee that worked on the ordinance.
The state budget includes extending passenger rail to Blacksburg and another study about extending passenger rail to Bristol. So the City Council plans another resolution supporting passenger rail service to Bristol, though this time they can cite the 2019 study results - with an estimated 23,600 annual riders and 14 to 22 new directly-related jobs.
The spending includes $568k in appropriations, which is mostly from increased state funding. Most of the other spending is for inmate housing, which is why we need to build a jail.
Looking forward to finding later what this unannounced business prospect is. Note that this is required to be an *unannounced* business prospect. And hopefully nobody decides to give away Bristol resident money to it.

This discussion about the landfill will include consultants from Draper Aden Associates.
Animal Control will present a request for an urban archery deer season, because we have so many deer in the city that they're creating hazards.
Many here have received their notices of address changes under NG-911, and this will be discussed.
There are some other items as well, but these are the ones people are probably more interested in.

The City and the Courthouse have had slightly different sets of holidays - this will have both recognize the same set of 13 holidays, and full-time employees will have off all state and federal holidays. Police and fire personnel who work shifts will get the same number of paid holidays, even if they can't be taken on the right day, and supervisors will try to have people rotate Thanksgiving and Christmas so people aren't always working on holidays.
The agenda says there's another $116,003 in Cares Act funding that will come through Community Development Block Grant funding. The proposed spending was not included in the packet.
The Charter changes do not include any changes about referendums, since that was a separate discussion. Mr. Eads said he'll schedule a discussion on that next month. Some of the changes were things I suggested last year, but they weren't done then. Not sure if Mr. Eads wanted them to seem like his idea, or if he just wanted to consider wording options.
